Words from the Chairperson

　　Taipei is the capital and political, economic and cultural center of Taiwan. It is also the forerunner that taps into the pulse of the world while imbibing the continuous impacts from social transformation. In consideration of the realities stated above, the Taipei City Government has been constantly striving to modernize and ameliorate its legal system. As the in-house counsel of Taipei City Government, the Law and Regulation Commission works closely with each department of the City Government to enact, revise and abolish city laws and regulations in a timely manner. Additionally, we advise on the execution of specific matters to safeguard the civil liberties of the citizens and justice.

　　Even though the local self-government is well regulated by the Constitution of the Republic of China, and a clear legal framework has been set for years, such guarantee has not been thoroughly actualized by the Central Government. As the capital of Taiwan, Taipei has long been regarded as the model city of self-government, this is exactly why we have been and will continue to assist the City Government to press on the Central Government to respect and follow the constitutional guarantee of local self-government, so as to help improve the efficiency of government services and benefit the citizens of Taipei.

　　Since Ching-Yuan took office in February 2007, I have dedicated myself to improving and inspiring the efficiency and service quality of the Commission. With the intensified evaluation and on-job training, the performance of the Commission has been greatly enhanced. Moreover, we have established a rotation system which allows our legal staffs to alternate from one division to another in a two-year cycle so that our staffs may familiarize with various duties and tasks involved in the City Govenment. In addition to intra-commission rotation, this system has also been expanded to include the Complaint Review Board for Government Procurement in 2008, the Administrative Appeals Commission in 2009, and Department of Health in 2010. In the near future, it is anticipated that the rotation system will be applied to all legal staffs of the City Government. We believe this will help each and every legal staff of the City Government to build professional skills in multiple fields and consequently enhance their legal expertise.

　　Looking ahead, we will continue to provide efficient and high-quality legal services to the City Government regarding law and regulation reforms, contracts, human rights, state liability, consumer protections, and government procurement claim reviews. It is our belief that, with the cooperation of each department of the City Government, Taipei will soon be recognized as the model city of human rights and rule-of-law in the international community.
